Definition of Public Health Care and It's Policy Directions

Abstract
There are incessant public debates on definition of public health care in Korea. Currently, public health care is defined as services produced by public healthcare facilities in Korea. Currently almost all of private healthcare facilities are excluded in government subsides, because of their services are not recognized as public health care. However, public health care is generally defined as services supplied by public funds, such as social insurance funds or government budgets. Many literature on health policies in the other countries described that public health care is publicly funded health(or medical) care. Definition of public health care in Korea is not consisted with that of in the contemporary foreign literatures. Thus, it is necessary to change definition of public health care in Korea as publicly funded health care. Following this new definition, health services supplied by national health insurance should be public health care. And all of services produced by private healthcare facilities would be included in public health care. Thus, many health policies also should be changed according to new definition of public health care.
